Study Purpose

WELCOME!

The study will provide policy strategies and project recommendations to promote and implement a non-motorized transportation system. It will identify existing and potential commuter and recreational corridors, illustrate how to gain/improve access to transportation facilities such as bridges and transit, identify facilities needed for canoes and kayaks and create a detailed inventory and gaps analysis of existing facilities, and plans related to the non-motorized transportation system in the County.

The draft document for the Ulster Non-Motorized Transportation Plan is now available at the County’s website:

The Non-Motorized Transportation Advisory Committee (NTAC) will be meeting on Monday May 19th to provide comments on the document. A public meeting is scheduled for Tuesday June 10th, at which time the document will be presented to the public.

Executive Summary Action Items
The proposed Non-Motorized Transportation Plan includes more than 30 miles of shared use paths, along with on-road bikeways, pedestrian improvements and supporting programs. The executive summary provides a number of key steps which will facilitate the implementation of the Plan which are summarized as follows:

  3. Friends of Ulster Trails
  4. Continue the NTAC Process
  5. Maintenance Agreements
  6. Ulster Trails Map
  7. Annual Event
  8. Coordination with the 2009 Hudson-Champlain Quadricentennial Celebration

  10. Education, Enforcement and Encouragement Programs

Plan Highlights
The plan includes a county-wide system of non-motorized infrastructure. Based on a decision matrix reviewed by the project team, the following projects were identified as 'next phase' efforts for implementation:

  • Hudson River "Legacy Trail"
  • Kingston North to Saugerties
  • Wallkill Valley Rail Trail
  • Kingston Point Trolley Trail
  • RT 299 Bike Demonstration Corridor
  • Route 9W Bikeway
  • Woodstock Art Walk
  • Phoenicia Bicycle and Pedestrian Improvements
  • Kingston Broadway Non-Motorized Access
  • County Share the Road/Drive Less Live More Program
  • County Wide Bike Parking Program (Municipal Facilities)
  • SR2S - Plattekill Elementary School
  • SR2S – Ernest C Myer Elementary School Hurley
  • Ulster Mountain Bike Park
  • Crash Locations - Town of Ulster - Ulster Avenue
  • Ellenville D&H Trail

The plan also includes recommendations for Safe Routes to Schools, Complete Streets Policies and a countywide bike parking program.
